It may be as simple as needing the PTO bands adjusted. Worse case scenario the one band would need to be replaced. I have heard of people swapping the bands around as the band on the brake is usually worn a lot less than the power band.
New bands are $600 each, but you can buy a complete PTO assembly at a salvage yard for a LOT less than that. You could even take the bands to a clutch & brake shop and have them relined.
