Plow is fine, Cub should handle a 12" bottom which will do a good job in a garden. A set of cultivators would be a good addition. Finding a disc will be a problem. it won't handle more than a 5' tandem disc and they aren't common. You can find a 3 or 4 section drag harrow and remove sections to make a 2 section of it which the Cub should handle. No tractor is any good without implements and that may be a problem for you. There were a lot of Cubs in tobacco country, so you may find more implements there.
