Could be stuck regulator as John A says or could be the filter is plugged up. They typically don't get changed like they should.
With just the vapor valve cracked open, loosen a fitting south of the filter and see if there's pressure. Try it at the regulator too and see how far along fuel is getting. If it's been sitting a while I'll bet there's a sticking valve in the regulator.
