The clamps and bars you describe may be IH parts. The parts book for my H shows hardware that connects the outside rims without a cast iron center. Duals were designed primarily for traction with a little floatation too. On these old tractors duals should not be relied upon for safety on hillsides and rough ground. I have seen and worked on too many broken cast wheel centers to feel safer by having more width. If the side to side pitch is too great then it is time to slow down or find another way to work that terrain. Didn't mean to get preachy here but too many good men have been buried after being crushed by a rollover.
