Dick's advice below is good. But also check the voltage regulator: Remove the wire from the BAT terminal and see if the drain disappears. If it does it says the cutout relay in the regulator is sticking shut. It's not likely with a new regulator, but I have seen happen when the installer accidentally shorts the wrong wire to ground while wiring a regulator up...
