PSI X dia of cycl determines how much force ex a 2in cycl wont lift nearly as much as a 3in so what ever you want to lift will take so many 1000s of psi larger cycl will have more push or pull. A 2-way will push more than pull as the dia of the piston rod decreases the pulling power just look up 2-way cycls and those specs will be given.
