If there is pressure on it the lever can (because of wear) get stuck (usually in the hold position. Lift the blade and see if there is enough reduction in internal pressure to allow it to push in. (holding up the blade with real cribbing that will not tip, and loosening a hose carefully might allow it to lower. Vent plugs are needed to allow the cylinders to breathe. If there is pressure in the lines, be very careful bleeding it off. Never with the implement free hanging in air. Jim
