You need to look at both ends of the system.. including the valve. Does it look shorter than the adjacent ones? If so, it is stuck open. Does the pushrod go up and down about as much as the ones near it? Then the cam lobe is probably OK, and the lifter isn't stuck. I had a bent pushrod on an A. It happened because an intake valve was stuck open (carb nozzle broke off and got caught in valve) and somebody tried to fix the problem by adjusting the rocker arm down tighter.
