Previous posts below are pretty much on target. One additional thing to check for the looseness is the little bearing at the front end of the steering shaft. If the oil is leaking out as you say, the bolster bushings are likely shot, when the oil goes, the bearing on the front end of the steering shaft really suffers. If that bearing can wiggle, the front wheels will wobble! If you want to FIX the tractor, get all the bushings, seals, bearings, and go at it! Just be CERTAIN you've got the tractor blocked VERY SECURELY when you take the front wheels off and start forcing things in and out of the bolster! If you check that bearing and it's in bad shape, you may get some temporary "improvement" by replacing it and filling the upper bolster case with grease instead of oil.
