Never been around a W model but assume Farmall system to be the same. You say pump loads up when trying to lift so this tells me it is not loading up when in neutral. This also tells me that problem is not in the regulator valve as if that was the case pump would be loading up in neutral also. Sounds like you have a restriction between valve and cylinder or load exceeds capability of system which does not sound possible from your description of problem. The Farmall models used a quick coupler that could be screwed partially apart for hooking up hose under pressure. If that is partially unscrewed that would cause your problem. At any rate, time to take the hose off at cyl to check for full flow to cyl and back from cylinder.
First time I saw one of those couplers partially unscrewed, local know it all brought the pump off his friends tractor into to me to look at it. Well, just from looking at pump on the bench and listening to his complaint I said something else is your problem. He found the coupler problem. This was way back before we even had a flow rater to hook up to test flow.
