Super C Sluglish Hydraulics

I have a Super C with a snow plow operated by cables attached to the hydraulic unit under the gas tank. The plow takes (a few) 6 seconds or so to lift fully up and when its up and the tractor is shut off it lowers quickly. Should'nt it hold in the up position? Why when I first start up the tractor (hot or cold) does the plow lift quickly and when its running(30 seconds or more later)it lifts slowly when the lever is moved from the down to up position. I have been living with this since I think its probably an expensive rebuild ..... if the parts are available. Could some screens be pluged? I have cleaned the main intake screen already.
