Do you have IPTO or transmission driven? I am not familiar with the Utility but on a RC the IPTO can only be turned by hand when the lever is in the middle of it's range, and maybe not even then unless you find the right spot. The trans drive PTO should be able to turn if it is not turned on, which means engaged to the countershaft. If it is then the engine is keeping it from turning over. Zach
