If it does not shift when you pull the lever, and does not stop when you pull the lever, the TA clutch is burned out.
Whoever adjusted it last before you had it made the linkage between the clutch rockshaft and TA rockshaft too short, so the TA clutch has been slipping and slowly burning up.
The TA is supposed to shift into low range whenever you push the clutch. This is so you can shift the tractor. But, the TA should shift back into high range by the time you get the clutch pedal about half way back, long before the tractor starts moving.
This can NOT be adjusted out. You need to split the tractor to replace the TA clutch and throwout bearing. It's much easier and less expensive than replacing the whole TA, at least.
