The head of the cylinder has a hole and the retaining ring has a tang that goes in the hole, turn the head slowly and look closely for the hole. If you can see the end of the retaining ring, be sure it engages the hole, you may need a small punch to bend the retaining ring
One of the common problems with this retainer was the tang would break off, you can break the retainer and bend it into the hole or maybe use vice grips to pull it out
