If they wanted an engine with the same dimensions to mate up with the H and M clutch housing dimensions, but wanted signifigantly greater power, the easy answer is to use a six cylinder engine. IH also had some real budget problems in the mid 1950s as well, so it was easier to use a engine derived from the truck side for the gasolene engine.
