pressure relief not working

I put a double acting cylinder loader on the 450 hydraulic system. The loader went only part way up and then pump cavitated. Put in oil while loader up on a barrel, then oil ran out of tank when looder came down. Pressure relief worked when valves in neutral and engine idled ok. Read the book, adjusted to thingys on top of valvebodys, now loader goes up high, but when valves in neutral , engine struggles against load.So I drive around twiddling the levers but what could I have screwed up?
