It is intake. The stem will get stuck in the guide from gum, rust or corrosion. When turned the force of the cam and the valve not moving will bend the pushrod. Get a new one if the valves move now it will be OK in that regard. Most Hs and Ms do not have valve interference and are not crash engines. Bad timing can cause the issue you describe.. assure it is at TDC when not moving and be sure the cables are as fat as your little finger with copper, (not the insulation) they should be 00gauge copper with soldered on terminals.
