That is a Little Wonder, but I couldn't give the model number off the top of my head. They did not come with a tail wheel but it was an option for at least some versions of the Little Wonder. When equipped with one, the tail wheel was only in play while plowing. When the plow was raised, the tail wheel lifted off the ground.
