Touch Control

I just got my Super C running and was trying out the touch control arms. I noticed that they moved a little ways and then stoped. I figured they would work more uniformly kind of like how loader arms lift. Are they suposed to work like that or do I have a problem? I noticed that it initially used a lot of fluid, and then after filling it and trying it again, the fluid was milky (tiny bubbles). The pump did slow the engine slightly. What do you think? Thanks
