It is not a lack of oil or the loader would not go all the way up empty. You are lacking pressure because of the relief setting on the loader valve. Either the loader valve relief has a problem, the setting is too low or the pump cannot develop enough pressure because it is worn out.
The loader quits going up loaded early because the leverage changes at the cylinder as it extends.
You need to find out what max pressure the loader should have and get a gauge that goes high enough to handle it.
If the spec pressure cannot be obtained, you need to find out why.
Matt is right, pressure readings are relative to resistance.
Remember, flow is speed or movement and pressure is power.
