Here is my take and hopefully some of the ones with more know how than me will chime in. "Not turning over " in my book is starter not not engaging the engine. Is that the case???? Not starting is what I think you mean. Questions: Sat inside or outside, new gas or old gas and how old. rain cap on?? Are you choking it? Any work on it other than battery (plugs, cap, ect)?
If you are choking gas may drip, IMO most of these old tractors do not like choke unless it is below freezing. It should be pretty tight down there as far as the carb are all the bolts and bands tight. A few answers will go along way. Old gas is not good for starting especially if you have water in it.
