It is a bullet shaped hollow tool and it just fits over the end of the spool. I have put them on with valves in place where the factory tool was too long to use by cobbling up a short piece of tubing. Trick is to install spring in retainer with anything available and then insert a piece of tubing into retainer to hold spring in while you install it on end of valve.
