The PTO is strictly mechanical with a mechanical (not friction) clutch that must be put in gear when the tractor is stopped and the clutch is pushed in. If you move the control lever, you should feel in engage. If it seems to not move far enough, let the clutch out (neutral) a little awhile pulling the lever. If the lever feels like it is disconnected inside it may be. Jim
