There is a few reasons but the one that has happened to me twice is the knuckle by the middle of the tractor on the outside gets rusty and the knuckle binds giving the appearance of being lazy. I had a loader on it and all the hydraulics worked fine so one day I raised the front off the ground with the loader and it steered the same. I soaked the joint with light oil a few times and it got better, Just something to try before tearing into it too deep.
