The finer the sandpaper the better. The idea is to polish off the dark oxide off the surface of the commutator without taking away excess copper. Be sure to clean the groves out too. Dont know how they mesured sandpaper 50 years ago but "00" sounds like driveway gravel glued to cardboard. Just get the finest you can find.
