If you can't find 00, use the very finest grit available. I used a Dremel mototool with a fine wire brush attachment. It went somewhat slowly, but the end result was a very clean commutator bar with the minimal amount of metal removed. Shine it, don't scratch it deeply. You could probably use a cloth and an abrasive metal polish like Flitz to do the same thing.
