I had the same problem with my Cub when I bought it. Water had entered within the tube housing that the clutch pedal bracket is located in(goes across the underside of housing)from pedal to other side). I just kept spraying a lubricant inside both ends until it started working properly. I haven't had any trouble since! Good luck!!
