11-40 is not a standard size for the Farmall H. Since you say it has steel spokes, I would say it was originally on steel wheels and at some point the steel wheel was cut off and 40" rims welded onto the spokes. New 40 inch tires are available, but they are over $600 EACH! I have a couple of pairs of 9x40 tires, but they are used and look rather rough.
One option is to buy the cast centers and demountable rims so you can use 38" tires. Or you can cut off the 40" rims and weld on 38" rims.
