First of all, you have to have continuity between the terminal on starter and ground for starter to operate. If starter does not turn over when hooked to battery while off tractor and you get heavy sparking, it most likely is short circuited. I would remove band, put a piece of insulation like paper under the two hot brush's. If you still have sparks, field circuit is shorted. If no sparks, armature is shorted. Could be through bolt rubbed through insulation, remove one through bolt at a time to check. Often times you can see on a bolt if arcing has occured.
