How to get a piston un stuck?

just got my first project tractor, a model A, Its been sitting for about ten years, body is solid, needs new paint though. Its only missing one brake pedal, must be a story there. The Block is cracked but has been rewelded, not well enough, still leaks oil. The only problem is the #3 piston is stuck (welded) in the down stroke of the block. The muffler has rotted away, chunks of rust have fallen back into engine and along with water. Now im left with the end result, How do I free up the rusted stuck piston, the walls of the cylinder are realy bad, scaley, rusty. Any tips??? Im also thinking of conveting it to electric start, save the wrists, any tips??
