All loaders are subject to the laws of geometry. They all have the highest lifting force at ground level. This is where the hydraulic cylinder is closest to being at right angles to the loader arms. When elevated the loader rate of travel will speed up and lift capacity will diminish because the angle becomes more acute. You probably have enough fluid because you are drawing on a 12 gallon reservoir and you did not mention that the loader had a jerky action. Provided that you are not overloading the loader, there are two other things to look at. They are the system relief valve and the pump that supplies power to the loader circuit. You need to run a pressure test to determine if these are within specification. My 504, which has the same hydraulic system, is as strong as any modern day tractor and will run any late model equipemnt. IH has a good manual for this system. Check with your dealer.
