The decompression valves are open when on gas. They close when switched to diesel. So, if you pull the spark plugs out, put decompression lever in diesel position,ground coil wire or unhook primary wire to coil so you don't stat a fire, hit the starter and no compression should come out of the spark plug holes. If it does, decompression valves are stuck or warped. You can get get at the top end of them valves with valve cover off. May be able to see a stuck valve through spark plug hole. Difficult though. If they are not stuck too bad you can go through hole and push them up. Then pull lever back to gas to open them, then again to diesel. Doing that several times may loosen them. Probably not though.
