What it actually does is stop bump steer from breaking your wrist. There are springs wound around the steering shaft that lock on. The stub shaft sticking down from the housing holds it secure when mounted correctly. Turning the wheel unwinds the spring and allows the shaft to turn. It was supposed to stop bump steer and hold the front wheels strait so you didn't have to fight the wheel all day while plowing.
