Jim - First you gotta find out if the magneto is working. Remove one spark plug, lay it on a metal surface on the tractor and reconnect the high tension wire to it. Now crank the engine and see if there's spark at the plug. If yes, the mag is OK and you've probably just flooded the motor. If no spark, then the mag is gonna need work. The "no charge" condition with the engine running could be a bad generator (usually worn out brushes), a bad cutout/regulator, or bad wiring. Test by running the engine at full speed and jumpering the GEN and BAT terminal on the regulator. If the ammeter now shows a charge, the regulator is bad. If nothing changes the problem is either in the generator or wiring. Good luck!
