I doubt that any two people would give you the same answer, because there were no guidelines as to what these classifications mean. Your basic question is what is the tractor worth. Sentimental value aside, since you have no way of evaluating anything about the tractor but the appearance, generally a non-running tractor is worth $300-500 IMHO if it is complete and you plan on restoring it. If you are parting it out, it is probably worth more. The rub begins when you start replacing missing or worn out parts. As people who truely restore tractors will tell you, you will spend more on restoring a tractor than you will ever get out of it. If it is a "working restoration", the deal changes because you are getting as much work out of an old, probably cheaper tractor than you would with a nice shiny new one. I still have not answered your question, but as a point of reference, in Alabama dollars, you can buy good running Hs for $1000, so discount non-running ones by the cost of a battery, new ignition system to include a coil and regulator, oil, oil filter, transmission fluid. This is just enough to get it started. Then you can find out how many other hundreds or thousands (yes thousands) that you might have to spend. I wouldn't feel a bit bad offering $400-$500.
