Scott you can get a lot of different responses on this. I consider working as one that runs and can get some work done. It is not particularly complete but usable. My 1951 H before I rebuilt the engine and made it complete was like this. Tires were shot but usable. Engine was shot but still running. The charging system and lights were toast. Seat pan was shot. Radiator was leaking. Complete could be a working or non-working tractor that has the generator, lights, seat, tin, etc. It is all there whether it runs or not. My Grandpa's 1941 H would fit this description. It runs and is complete but looks awful.
