Remove the manifold,do not attempt to weld or repair it on the engine.A few years back I saw an H in a shop,torn down..the result of someone welding on the manifold while it was still on the tractor,few pieces of slag ended up in the cylinders and messed the tops of the pistons. I had one repaired and it was OK,it was a dual fuel manifold. I put a new manifold on another H.The new manifold is smooth inside,no obstruction or rough surface and you get better flow,the tractor with the new manifold outshines the tractor with the repaired one.
