SMTA governor

Still learning on IH. I am wondering if the governor on my SMTA needs adjustment or spring or? Seems to run good at high RPM and low RPM but not so good in the middle. When I hook the throtle linkage to the governor crank I have to raise the crank about 1/2 inch above where there is spring pressure on it. What is the adjsutment for the spring and block in the middle of the throtle rod? Do I need to replace the governor spring? Any help would be appreciated. I have searched archives and learned lots about governors and springs but still not sure.
