Definitely contact the owner and talk with him.Even if he MAYBE does not want to sell it right now,you can have things set up to where he would contact you first in the future when he IS ready to let it go???
BTW,The original owner of my tractor contacted me a few years back and expressed interest in having it back.If I ever sell it,I will be contacting him first. ;)
