H Oil Leak and Missing Parts

My son is trying to stop the oil leak around the rear of his engine. (1946 "H") He bought the crank oil seal and the welsh plug for the cam shaft. Upon spliting the tractor, he finds two holes in the rear of the block, one on either side of the crankshaft and slightly above. These holes are half inch in diameter and are not threaded. They open directly into the crankcase.
This is where the oil is coming from. What is supposed to go in these two holes??? The service manual does not picture these holes. Thanks for your help!
