Normally if clutch is worn it works the other way. IE will slip and pedal will have to come up quite a ways before engaging. Maybe you're not using it enough. If they sit for long periods the clutch will sometimes partially stick to the flywheel or pressure plate. Sounds like your problem. Try burning it by slipping the clutch with the brakes on and tractor in gear. Should clear it if not too bad. Good procedure if you are not using it very often is to park with a block of wood jammed under the pedal to hold clutch disengaged. That way clutch disc cannot stick to flywheel or pressure plate.
