Jim if you only have 3 cells to fill with water, it is 6 volt. I would suggest that you flip the battery cables and ground positive for the moment. That plus 20 on the amp gauge indicates to me that the wiring on the amp gauge was not reversed when it was negative ground. After flipping to positive ground, fire her up and report back on what the amp gauge is indicating with the lights off.
