Hi, hand pump should work same as 454. Only difference between 454 and 464 is injection pump is turned up and may have larger rear tires. Someone could have removed the hydraulic check valve in the steering high pressure line. Without check valve the hydraulic oil will bleed off depriving steering hand pump of hydraulic oil. A bad hydraulic leak in steering pump can cause same problem.
