Reread my previous post. I thought when I read that setting the timine eliminated all the problems that the fix was too easy. In my opinion, you are running too rich at low RPM due to carb problems. From your description, it appears that the idle portion is not working and that you are dependent on the main run portion of the carb for all supply of fuel.
