those covers are thin and lots of times removing them they get distorted. also they get rusted out and thin and may just be no good. best to clean it up with a wire wheel and check its con dition. ooh but i see you say its new. reguardless if thats whats leaking it has to come off and give it a check over along with the mating surface. i notice you dont mention a gasket,.. did you put one in. sealer alone is not the answer. with a new gasket and use permatex high tack sealer on both sides and guarantee it will not leak, thats if the mating surfaces are good. and torqued correctly.
