Shawn, your thottle linkage may not be adjusted correctly. The rod coming down from your hand thottle has an adjustment at the end of the rod, it is located between the valve cover and exhust manifold on the right side of the tractor as your sitting on the seat. You will have to take the hood off to do this adjustment, look at the back part of the engine and you can't miss it. Just tighten or loose lock nut on the throttle rod to make the adjustment, thats after you pull it out of the linkage bar, it's real straight forward once you look at it.
