Just a bit of what I picked up from a body-shop.. Never sand to bare metal unless it needs to be repaired. Only prime bare metal, not previously primed or painted surfaces (assuming there already is a good bond) So lets say there are chips in the paint, sand them smooth, prime, sand again, then paint. Just make sure what ever you plan to paint has had the "shine" taken off with 400 grit or so. The shine will let that pretty red paint flake right off.
