The responses supplied provided good input and they rule out a lot of problems. Your symptoms make for a difficult diagnosis since I can neither hear nor see the tractor. I failed to ask about the exhaust gases but I feel that they must be black, is this correct? My best guesses are that you have several small problems. One problem that I am fairly certain on is that the thermostat is stuck open. That is the reason for the temp variations. Now for the vague problems. The carb idle passages are clogged and the idle portion is not working. I believe that the timing is off enough just to be a nuisance. The dieseling is probably coming from the hot carbon/soot deposits which are due to the gas air mixture being incorrect. If at all feasible, you first need to substitute the carb with a known working one. Once this area is corrected move on into the other problems is they persist.
