You put the headbolts in before putting the head on cause how are you going to tighten them if the head is on first there nothing but threads sticking above the head after the head is installed and putting a pipe wrench will destroy those threads so you install the headblots first.Make sure the threads in the block are clean and also the threads on the headbolts are clean. Use some lube when installing the headbolts.
