Something is wrong, but I don't know for sure what. Are the lines for the F-H valve blocked or looped together? If they are blocked or plugged, the pressure must be feeding back into the system somewhere and whatever is causing the Touch Control to act the way it is causes the T-C to move. I'm not sure what kind of "feedback" there is to locate the T-C arms, but it's probably mechanical... or when you move the levers X amount and when the arms have moved X amount the valve is back in neutral. If that feedback is stuck or disconnected, the arms will move to the end of the stroke. that's how the 3 pointon my 240U works... cable from a pivot on the 3 point feeds back to the valve so the valve "knows" when it's arrived at the right place according to the 3 point lever.
